Project Labor Agreement

A Citywide Project Labor Agreement (PLA) was approved for all covered projects over $500,000 for a period of five years by City Council and became effective after being signed into agreement by all parties on May 22, 2015. View the City Council letter.

Upon execution, this agreement will require all contractors, and subcontractors are required to comply with all the applicable laws, and regulations requiring the payment of prevailing wages and all contractors are to be bound to the agreement whether they are union or non-union.

The following are key points of this specific PLA:

  • Applies to projects over the threshold amount of $500,000 subject to funding restrictions
  • Term of agreement will be for five years with annual reports to City Council
  • 40% of total work hours to be performed by local residents
  • 10% of total work hours to be performed by qualified local, veteran and low-income residents
  • Partnership with Long Beach City College, Pacific Gateway and the Trades for pre-apprentice training support for Long Beach residents
  • No work stoppages
