THEODORE B. ZINGER

Civil Litigation - public and municipal law with an emphasis in civil rights litigation and governmental tort claims.
Background and Experience
Mr. Zinger joined the City Attorney's Office in 2008. Prior to his employment with the City of Long Beach, Mr. Zinger practiced in the area of tort litigation as a Deputy Attorney General IV in the Torts and Condemnation Section of the Civil Division of the Office of the Attorney General in Los Angeles handling litigation on behalf of the State, its peace officers, and other employees in actions involving personal injury and property damage, dangerous conditions of public property, and both state and federal civil rights violations.
Mr. Zinger is a member of the State Bar of California, as well as the United States District Court for the Central and Southern Districts of California, the Ninth Circuit Court of Appeals and the United States Supreme Court.
Mr. Zinger received his Juris Doctor from Southwestern University School of Law and his B.S. in Business Administration from California State University - Long Beach.
