License Division is responsible for the licensing and permitting of
all businesses in the City of Long Beach, the collection of business tax,
Transient Occupancy Tax (TOT) for hotels, alarm permits, garage/yard sale
permits, and other miscellaneous permits and fees. Business License also
facilitates the entertainment permit process for City Council hearings,
revocations, suspensions, and appeal hearings. This division serves customers
and residents over the counter, telephone, email and
through field investigations.

General Business License
The LBMC section 3.80.210 requires all businesses
operating in the City of Long Beach to pay a business license tax. In some
cases the City may require a regulatory permit and/or evidence of a
State or Federal license. Prior to issuing a business license, certain
business types will require the business license application and/or
business location to be reviewed by the Development Services, Fire,
Health, and/or Police Departments. Businesses located in Business
Improvement Districts (BIDS) require additional fees.
You may apply for a business license in person
or by mail (certain restrictions apply). All business license applications
must have original signatures. Copies, emails, or faxed applications will not

Business license renewals are sent
out annually. If you do not receive a bill, it is the business owner's
responsibility to submit the annual renewal fees. If renewal fees are not
received on time, or if not paid, the business will not receive a license
and/or it may be subject to penalties.

State Mandated ADA Fee (SB 1186)
On September 19, 2012
Governor Brown signed into law SB-1186. The law mandates a state fee of $1
on any applicant for a local business license or similar instrument or
permit, or renewal thereof. The purpose is to increase disability access
and compliance with construction-related accessibility requirements and to
develop educational resources for businesses in order to facilitate
compliance with federal and state disabilty laws.
Under federal and
state law, compliance with disability access laws is a serious and
significant responsibility that applies to all California building owners
and tenants with buildings open to the public. You may obtain information
