Neighborhood Improvement Programs
This section contains information about the resources available to Long Beach residents to make a difference in their neighborhoods.
Keeping your neighborhood clean is vital to ensuring the safety of your community. That’s why we have the Neighborhood Clean-Up Assistance Program, which provides materials and supplies to community organizations and volunteer groups that take the initiative to actively improve their neighborhood. Whether it’s an alley clean-up, trash pickup, weed removal or graffiti paint-out, we offer the resources you need to help you accomplish your goal.
Who is Eligible?
Community associations, neighborhood associations, and any volunteer groups organized to improve their neighborhoods are eligible for this program.
What Supplies and Materials Can the City Provide?
For graffiti paint-outs, we offer paint and paint supplies. For neighborhood cleanups, we can provide brooms, shovels, rakes, gloves, and trash bags. If needed, City staff will arrange for an industrial-sized dumpster on the day of the cleanup. You must return the reusable materials so they can be used for other volunteer clean-up projects.
How Do We Apply?
Just call the Housing and Neighborhood Services Bureau at (562) 570-6866 and let us know what kind of project your volunteer group wants to accomplish. Your organization will be provided with a Request for Assistance Form to complete and return so that we can move forward with arranging for your requested materials.
How Much Advance Notice Should We Give?
At least a two weeks’ notice prior to your event is recommended to ensure that the Neighborhood Services staff has sufficient supplies on hand and, if needed, time to order paint and other materials for your group.
In an effort to keep our City free of unwanted graffiti, we have several programs dedicated to this cause: a Free Paint Program for property owners who want to remove the graffiti themselves and a Graffiti Removal Program which enlists a commissioned paint contractor to ensure a perfect paint match for the coverup when necessary. We also have a 24-hour Graffiti Hotline for residents to report graffiti sightings or to request free paint for covering up graffiti.
Free Paint Program
What is the Free Paint Program?
The Free Paint Program provides residents with paint to cover up graffiti from the exterior of a building they own or reside in. We encourage our residents individually or collectively to remove graffiti from private property. Such efforts will expedite the removal of graffiti and can significantly reduce the expenditure of public funds.
Who is Eligible for the Free Paint Program?
Any owner or occupant of private property located in the City of Long Beach is eligible to receive free paint for the purpose of removing graffiti.
How Do I Get the Free Paint?
Call the 24-hour Graffiti Hotline at (562) 570-2773. Leave your name, address, daytime telephone number, and the exact location of graffiti on the property that you own or occupy. City staff will verify the location of graffiti, and you will receive a voucher number and information on how to pick up your free paint.
Graffiti Removal Program
What is the Graffiti Removal Program?
The Graffiti Removal Program enlists professional paint contractors to remove graffiti from private property as quickly as possible in order to discourage any more graffiti. The program is offered citywide at no cost to property owners or tenants.
How Does the Program Work?
Just call the 24-hour Graffiti Hotline at (562) 570-2773. Leave your name, address, daytime phone number, and the exact location of graffiti on your property. After we have your written consent to remove graffiti from the property, a licensed painting contractor or City volunteers will remove the graffiti within two weeks. Every effort will be made to match colors, but the coated area may not match precisely.
What Properties are Eligible for the Program?
Properties eligible for continuous removal services are limited to single-family homes, apartment buildings of four units or less, and small neighborhoods serving commercial/retail buildings of 2,000 square feet or smaller.
Will All Graffiti Be Removed From My Property?
Graffiti will be removed only from portions of the property visible from a street. In alleyways, graffiti will be removed only within 100 feet of the alley entrance as measured from the street curb.
How Do I Report Graffiti on Other Property?
Call our 24-hour Graffiti Hotline at (562) 570-2773. Report the exact address location of the graffiti, your name, address, and daytime telephone number. City staff will then contact the property owner to obtain consent to have the graffiti removed.
The Home Improvement Rebate Program (HIRP) reimburses eligible owners of residential properties up to $2,000 to improve the exterior of their properties. Since 1987, property owners have received rebates to pay for improvements involving paint, stucco, doors, driveways, porch, and window repairs. What is the Home Improvement Rebate Program?
It is a City program that provides a reimbursement of up to $2,000 to eligible property owners with exterior code violations visible from the street to improve the exterior of their residential properties.
Who is Eligible?
Property owners of both single-family and multi-family owner occupied or rental property with exterior code violations visible from the street are eligible. Income limits apply for property occupants.
How Do I Apply?
Residential property owners may complete an application form and submit it to the Neighborhood Services staff. Upon receipt of your completed application, ownership of the property and income eligibility of the residents living in the property will be verified, and eligibility will be determined. If you qualify, a Certificate of Eligibility will be sent to you authorizing you to proceed with improvements.
Note: Structures built prior to 1940 require environmental approval by the State of California before a Certificate can be issued. This process takes six weeks to complete.
What Kind of Improvents Are Eligible?
Any improvements to the exterior of the property that are visible from the street, with the exception of roofs. The correction of City Code violations that involve the exterior of a structure are especially encouraged. View examples of before-and-after photos of HIRP projects (English / Spanish)
Once the Work is Complete, How Soon Will I Receive the Rebate Check?
The Housing and Neighborhood Services Bureau will process your rebate check within six to eight weeks of receiving the required receipts, invoices, and a completed owner's invoice.

Our Housing and Neighborhood Services Bureau partners with neighborhood and community groups and hundreds of volunteers to help plant new street trees in your neighborhood through the “I Dig Long Beach – 10,000 Trees by 2022” initiative.
The Port of Long Beach and CAL FIRE have provided funding to plant 10,000 trees in Long Beach neighborhoods through 2022.
Housing and Neighborhood Services Bureau staff deliver all the trees and tools on planting day.
