Long Beach CARES Rental Assistance Program

The application period for the LB CARES Rental Assistance Program has closed.

The Long Beach CARES Emergency Rental Assistance (LB CARES) program provides emergency rental assistance grants to Long Beach households that are income-eligible and have been economically impacted during the COVID-19 pandemic through job loss, furlough, or reduction in hours or pay.

Please read all program materials carefully before proceeding with the application. Incomplete applications will not be processed. All applications must be submitted by postal mail or delivered in-person at City Hall. Online submissions will not be accepted.

Timeline & Deadlines

June 29, 2020: Application materials available online. 
June 30, 2020: Application materials available for pick-up at the City Hall Plaza only during the following dates/times:

  • Tuesday, June 30, 2020, from 9:00 a.m. – 11 a.m.
  • Thursday, July 2, 2020, from 9:00 a.m. – 11 a.m.
  • Tuesday, July 7, 2020, from 9:00 a.m. – 11 a.m.
  • Thursday, July 9, 2020, from 9:00 a.m. – 11 a.m.

July 13, 2020:  Application mail-in submittal period opens.
July 14, 2020: Application in-person submittal period opens. In-person drop-offs are only available at the City Hall Plaza during the following dates/times:

  • Tuesday, July 14, 2020, from 9:00 a.m. – 11 a.m.
  • Thursday, July 16, 2020, from 9:00 a.m. – 11 a.m.
  • Tuesday, July 21, 2020, from 9:00 a.m. – 11 a.m.
  • Thursday, July 23, 2020, from 9:00 a.m. – 11 a.m.

July 23, 2020: Application in-person drop-off ends at 11:00 a.m.
July 27, 2020: Application mail-in submittal period closes.

Eligible households must meet all of the following criteria:

1. Renter(s) reside in single-family, multi-unit, or mobile homes located in the City of Long Beach.

2. Annual household income (prior to COVID-19 income loss) does not exceed the U.S.   Department of Housing and Urban Development (HUD) established "Moderate-Income" limits (See table below). Household  income eligibility is based on the following two (2) factors:

              a) The total number of persons residing in the household; and
              b) The total amount of the annual household income

3. Household has been economically impacted during the COVID-19 pandemic period beginning March 27, 2020 - to present. This includes loss of income due to job loss, lay-off, furlough, loss of business income, or COVID-19- related medical expenses.

4. There is a current residential lease or rental agreement with a bona fide landlord/property management company in place.

5. Household does not receive any other forms of rental assistance payments.

Application Instructions

1. Determine if you are eligible for the LB CARES Program by reviewing the requirements listed above and viewing the Program Guidelines.

2. Review our list of Frequently Asked Questions.

3. Complete the LB CARES Application.

  • To request a copy of the application by postal mail, please call (562) 570-3000 or email LBCares@longbeach.gov.

  • Paper applications can also be picked up in-person on Tuesdays and Thursdays from 9:00a.m.-11:00a.m., beginning June 30, 2020, until July 23, 2020, at Long Beach City Hall, 411 West Ocean Boulevard, Long Beach, CA 90802

4. Submit completed application package by postal mail beginning Monday, July 13, 2020, until the deadline on Monday, July 27, 2020, or by in-person drop-off by Thursday, July 23, 2020. 

  • Mailed applications must be addressed to Long Beach CARES Emergency Rental Assistance Program, 411 West Ocean Boulevard, 3rd Floor, Long Beach, CA 90802.

  • Application drop-off is available on Tuesdays and Thursdays only, from  9:00a.m.-11:00a.m., beginning July 14, 2020, until July 23, 2020, at Long Beach City Hall, 411 West Ocean Boulevard, Long Beach, CA 90802.

5. Await the lottery selection process.

  • All applications will be placed in a lottery pool. Approximately 1700 applications will be randomly selected in August 2020. City staff will then review the selected applications for completeness. Additional lottery drawings may occur to replace any incomplete or ineligible applications that were originally selected.

  • Applicants will be notified of their results as soon as possible by postal mail.

  • City staff will contact your building’s property owner/landlord for a W-9 form and Program Participation-Payment Acceptance Agreement.
