Community Invited to Provide Input on City’s Vision for Future Land Use and Urban Design

The City of Long Beach is in the process of updating its General Plan, and the public is invited to attend two important events and provide input on the City’s progressive vision for future land use and urban design.

  • Scoping Meeting:  Wednesday, May 27, 2015, at 6:00 pm at the Long Beach Gas & Oil Auditorium, 2400 E. Spring St.
  • Planning Commission Study Session:  Thursday, June 4, 2015, at 5:00 pm in the City Council Chambers in Long Beach City Hall, 411 W. Ocean Blvd.

“This General Plan update builds on the rich context and character that make Long Beach such a great place to live and visit,” said Mayor Robert Garcia. “This important initiative will promote an even more attractive, livable, and sustainable city.”

Both events will feature a presentation of the proposed update to the General Plan Land Use Element (LUE) and the proposed addition of a General Plan Urban Design Element (UDE).  The events will also provide the community and local stakeholders with an opportunity to speak one-on-one with project team members, and discuss the next steps for adopting the General Plan update.  Public input will be used to guide the final LUE and UDE documents.  No formal action will be taken at either event.  

The General Plan update reflects the values of the community and sets forth goals, policies, and standards for guiding the future vision of the City.  The proposed update to the LUE will replace the current 1989 document, and provide greater flexibility and connectivity between existing communities by establishing the concept of PlaceTypes, which distributes the City into distinct neighborhoods to allow for a mix of compatible land uses.  Additionally, the proposed UDE will enhance the City’s urban environment and create great places that complement the unique character and context of Long Beach.

The City will begin preparation of a draft Environmental Impact Report (EIR) to meet California Environmental Quality Act (CEQA) requirements for the proposed project, in relation to aesthetics, air quality, greenhouse gas emissions, land use and planning, noise, population and housing, public services and utilities, and transportation/traffic.

State law requires each local government to prepare and adopt a general plan to act as a framework for the long-term physical development of the City.  The LUE is the most comprehensive element, designating the location, types, and intensity of housing, businesses, industries, open spaces, public buildings, airports, ports, marinas, and other uses in Long Beach.
