The City Of Long Beach is conducting a detailed inventory, rating, and pavement analysis of all of its roadways, which will help develop cost-effective long-term maintenance and rehabilitation plans.
"This analysis will help us use our resources more efficiently and better maintain our streets and roadways over the long term," Mayor Bob Foster said.
The field surveys are completed in two phases using specialized surveying equipment.
The first phase will be to inventory and collect pavement performance data using a device known as a Laser Road Surface Tester (RST). This device measures pavement roughness, rutting, cracking and other surface distresses. It will also collect digital video and Global Positioning Satellite (GPS) information for cataloging right-of-way assets. The RST is a one-ton van with five exterior mounted cameras and GPS receivers and a modified front bumper.
The second phase consists of establishing the load-carrying capacity of the arterial and collector roadways, using a device known as a Dynaflect. Dynaflects provide multi-sensor dynamic deflection data for pavement structure analysis.
The asset management application will then analyze the data to help the City of Long Beach to cost effectively budget the long-term maintenance of the roadways.
The project is expected to be completed in April 2014. Funding for this $725,000 project comes from one-time funds allocated by the Mayor and City Council in the FY 2014 Budget, as part of the City's investment in its infrastructure. The work is being done by IMS Infrastructure Management Services LLC of Tempe, Ariz.
