Southern California Edison (SCE) and the other utilities underground utilities in selected areas around the City. The projects involve installing underground utility distribution and service mains and removing overhead lines and poles. The projects are funded by SCE's Rule 20A funds and have no impact on the City's General Fund.
In most cases these projects will not cost the property owners anything. It is the legal responsibility of the property owner to underground from the street to their house or business beginning at the property line. However, the utility companies will perform this work at no cost to the property owner as long as the property owner signs an agreement to allow utility companies on to their property. Otherwise, property owners are required to perform this work at their own cost.
Projects that qualify for funding under tariff Rule 20A are located on heavily used arterial and collector streets with an unusually heavy concentration of overhead electrical facilities. City staff, in conjunction with assistance from SCE, developed a priority listing for potential utility undergrounding projects based on Rule 20A funding criteria.
Alamitos Avenue (from 7th Street to Pacific Coast Highway)
Project status: Construction Estimated start date: March, 2013 Estimated duration: Work in the street will last approximately 6-8 months. Work to connect to the private property owners will run in parallel and could last a year or more, depending on property owner cooperation. Anticipated upcoming lane closures: There may be rolling lane closures in the coming weeks as SCE installs underground vaults and begins trenching the mainline. The contractor anticipates starting at the southern end of the project (Alamitos/7th) and working north. Lane closures will occur only between the hours of 8:30 AM- 3:30PM. Parking and access to some driveways may also be impacted during construction hours (7:30-4:30). Other Remarks: A mailer to homeowners erroneously mentioned a required agreement to allow SCE onto each property. There is no required signed agreement - the SCE contractor will leave a "doorhanger" notification at least 3 days before work will begin and does not need written permission to enter the properties.
