Long Beach's Contractual Agreements with LA28


Games Agreement
(approved by City Council on May 14, 2024)
 - The Games Agreement sets the governing principles and operational framework for Long Beach's role as a Venue City. It outlines reimbursement for public services, permitting and zoning guidelines, and mutual commitments to sustainability, diversity, and community benefits, emphasizing cost recovery and leveraging long-term benefits. 

Venue Use Guarantee (approved by City Council on June 11, 2024) - Reaffirms Long Beach’s commitment to hosting events for the 2028 Games by optimizing venue use, collaborating on traffic management, and providing municipal services. Financial considerations, such as cost recovery and rent payment schedules, are outlined for the venues' exclusive and non-exclusive use periods. 

Normal and Customary Services (forthcoming by fall 2025) - Within the Games' footprint, Long Beach will provide public services at the same level and range, at its own expense, as if the Games were not taking place. 

Enhanced City Resources Master Agreement (forthcoming by fall 2026) - Long Beach will provide additional public services, known as "Enhanced City Resources," for the Games within the Games footprint at LA28's expense. 

Venue Services Agreements (forthcoming by fall 2027) - Consistent with the Enhanced City Resources Master Agreement, this will detail each identified venue's enhanced City resources, costs and access rights.
