
What is RYLBN?
The Ready Your Long Beach Neighborhood (RYLBN) program is designed to help you, your family, and your neighborhood prepare for disasters. Connecting and planning with your neighbors today increases the coordination of neighborhood-level response when help is delayed. During or following a disaster, working with neighbors can make a real difference.What is the "Golden Hour"?
The "Golden Hour" is the first 60 minutes after a disaster, which are critical for saving lives, reducing injuries, and minimizing damage. Disasters strike at any time of the day or night and first responders may not be able to reach you for several hours or days following a major incident. Neighbors helping neighbors during the "Golden Hour" could make the difference in a life or death situation, from turning off gas meters and water valves, to putting out small fires, to triaging injuries.
How do I define my neighborhood?
Every neighborhood is different; whether you live in a single-family home, apartment complex, or a high-rise building, the RYLBN program is for you. The amount of residences you should include in your planning efforts should be informed by the number of dwellings that could be helped during the "Golden Hour".
Consider the following when determining your neighborhood size:
- If your neighborhood is a typical street with single family homes, you can plan with up to 20 homes.
- If your neighborhood is a small-to-medium sized apartment building, consider organizing the entire building.
- If your neighborhood is a large complex or high-rise, consider organizing each floor.
- If your neighborhood is more sparsely populated, 5-7 homes works nicely.

Once you or a neighborhood representative complete the RYLBN training with Disaster Preparedness staff, follow these four steps to train your neighborhood group and begin the Neighborhood Response Plan development process:
- Prepare: It only takes one person to start the Ready Your LB Neighborhood program. Whether you live in a single-family home, apartment complex, or a high-rise building, this program is for you.
- Connect: Conduct a walk-through in your neighborhood. Find and select a location to host your meeting, invite your neighbors to join, and use this opportunity to connect with them.
- Meet: Schedule a meeting with your neighborhood group to develop a Neighborhood Response Plan for the critical first hour after a disaster. The Plan will outline actions neighbors should take to stay safe immediately after a disaster, inventory neighborhood skills and equipment, and create a confidential neighbor contact list to remain connected and informed.
- Practice: Practice disaster drills with neighbors to apply your knowledge and strengthen skills. Practicing disaster drills with neighbors can help identify gaps, ensuring you're ready when emergency responders are delayed.
