Meet the 3rd District Team

As a small business owner, Councilmember Duggan understands the importance of a strong team that cares about their work. Councilmember Duggan built a talented team of Long Beach residents that care about our communities, and that will always push to improve the quality of life for our residents. 

Please meet the 3rd District team!

Nick Kaspar, Chief of Staff

With a strong background in public policy and economic development, Nick has a passion for building communities that thrive in all aspects.

Prior to joining the Office of Councilmember Kristina Duggan, Nick served as the Chief of Staff for San Jose Council District 7 where he led efforts to revitalize San Jose’s Monterey Corridor, a major economic hub, expanded resources for community development and public safety, and brought significant infrastructure improvements to the District.

Prior to joining the City of San Jose, Nick served as the President/CEO of the Santa Clara Chamber of Commerce and Convention-Visitors Bureau. Nick attended San Jose State University where he received a Bachelor of Science in Justice Studies and a Master's in Public Administration. While attending SJSU, Nick played for the Spartans Football team, where he was inducted into the National Football Foundation's Hampshire Honor Society.

Nick and his wife, Julia, who is a teacher in the Newport Mesa School District, live in Long Beach with their son, James, and dog, Buddy. 

David Espinosa, Legislative Coordinator 

David Espinosa was born and raised in the City of Long Beach. He is a graduate of Millikan High School and he received a Bachelor’s Degree in Political Science from Cal State Long Beach

Prior to joining the Office of Councilmember Duggan, David started his public service career working for the City's Health Department at several COVID Testing sites, and later branched out to Parks, Recreation, & Marine (PRM) as a Recreation Leader.

In his free time, David enjoys watching soccer, walking his dog, Chata, at Orizaba Park, and fishing at the Belmont Pier.

Cristian Martinez, Legislative Aide

Cristian Martinez is a graduate of California State University, Long Beach with a degree in Business Management. Born and raised in West Long Beach, he is a proud Cabrillo High School alumnus. Now married and embracing fatherhood, he is raising his son in the same community that shaped him. In his free time, he enjoys taking his brown Labrador, Brownie, to Rosie’s Dog Beach, spending summer days by the beach, and catching the latest movies at The Pike.
