Long Beach Department of Economic Development & Opportunity 2025 Annual Report 

The Department of Economic Development & Opportunity is pleased to present its 2025 Annual Report, highlighting a year of meaningful progress, strategic investment and continued momentum across Long Beach.

The report highlights key accomplishments over the past year and reflects our continued commitment to strengthening Long Beach's economy through strategic, inclusive and forward-looking initiatives. The document showcases EDO’s progress across core focus areas, including business development and retention, workforce and talent growth, real estate and waterfront development and more. These efforts create new opportunities for residents, support local businesses and workers, and strengthen and diversify the city’s economic landscape.

Long Beach Pledge

The Long Beach Pledge Guaranteed Income Pilot Program provided $500 per month for 12 months to 450 families in Long Beach living at or below the federal poverty level. The first cohort (May 2023 – April 2024), funded through the Long Beach Recovery Act, supported 250 single income households with children in the 90813 ZIP code to recover from impacts of the pandemic. 

The second cohort (March 2024 – February 2025), funded through the Homelessness Emergency, supported 200 households with children in 90802, 90804, 90805, 90806, and 90810 ZIP codes. Both program cohorts participated in a randomized controlled trial study facilitated by the California State University, Long Beach Research Foundation.  

The reports below provide preliminary findings from each stage of the study: baseline surveys, midterm surveys and interviews, and final preliminary reports following a post-program survey and interview. The final cumulative report is expected by the end of 2025. 

Studies
