LBWIN Local Plan

The Workforce Innovation and Opportunity Act of 2014 (“WIOA”) mandates local and regional workforce planning as does the State of California. The Department's Long Beach Workforce Innovation Network (LBWIN) is developing its 2025-2028 Local Plan and wants you to be a part of the process!

Get Involved!

LBWIN invites you to provide your feedback as we update our Two-Year Local Workforce Development Plan. Your participation and input are critical to developing a plan responsive to our community’s employment and job training needs.

We want to hear from residents, local service providers, employers and other stakeholders to inform how we can:

  • Respond to the staffing needs of employers.
  • Create strategies to improve the employment outcomes of English language learners, immigrants, justice-involved individuals, people experiencing homelessness and low-income families.
  • Develop partnerships with nonprofits and other public agencies. 

Local Plan Draft

The Local Plan Draft is available for public comment. All comments received will be collected, summarized, and incorporated as appropriate. Once finalized, the LBWIN Local Plan will be submitted to the California Workforce Development Board by June 30, 2025.
