PAYMENT STANDARDS

In the Housing Choice Voucher (HCV) program, Payment Standards set the maximum subsidy the Housing Authority can provide toward a family's rent under the voucher program. Importantly, they do not dictate the actual rent amounts for leased units.

As defined by 24 C.F.R. 982.4, the Payment Standard is the maximum monthly support amount a family in the voucher program can receive before subtracting the family's own contribution to rent.

It's important to highlight that Payment Standards serve as a cap on the rental subsidy provided by the Housing Authority and play a crucial role in calculating the Housing Assistance Payment (HAP) that is made to landlords on behalf of participating families. These standards are thoughtfully set to ensure that families have access to a range of rental options within the community, promoting choice and flexibility.

When Payment Standards are adjusted, the changes are made with careful consideration. Should a Payment Standard decrease, the new, reduced standard will usually be applied starting from the date of a family’s second regular reexamination after the standard's reduction. This approach aims to provide sufficient notice to families and landlords, thereby minimizing impact.

Determining Housing Assistance Payments involves multiple factors, not just Payment Standards. It also includes tenant affordability, utility allowances, and comparisons with similar units' rental rates in the area. This thorough method ensures that the assistance provided is aligned with actual housing costs, offering fair and sensible support to eligible families.
