Long Beach Reentry Services Program
About Us
The Long Beach Reentry Services Program was developed as part of the City’s Racial Equity and Reconciliation Initiative, supporting Goal 2: Design and invest in community safety and violence prevention. In alignment with Strategy 3, the program strengthens coordinated reentry networks to help justice-involved individuals successfully reintegrate into the community.
By fostering stability and promoting long-term success, the program contributes to a safer, more equitable Long Beach—where individuals can thrive and avoid further involvement with the justice system.
The program is designed to support individuals returning to the community after involvement in the justice system, helping them navigate this transition with dignity and stability. Through meaningful connections to mental health care, substance use treatment, diversion opportunities, housing, employment, and other essential support services, participants are equipped with the tools they need to rebuild their lives.

Long Beach Reentry Services Program - PROP 47
The Long Beach Reentry Services Program (LBRSP) is funded by a grant from the California Board of State and Community Corrections through Proposition 47, also known as the Safe Neighborhoods and Schools Act.
This funding supports mental health services, substance use treatment, and diversion programs for people involved in the criminal justice system.

Featured Provider: Roots Through Recovery
Get support with alcohol or drug use through treatment and recovery services. This program includes outpatient and residential care to help you build healthy habits and support long-term recovery.

Adult Diversion
Featured Provider: Long Beach City Prosecutor's OfficeOffers pre-arrest diversion programs and referrals to case management, behavioral health services and other supportive services.
Youth DiversionFeatured Provider: Confluence Rising
Helps young people ages 15–24 avoid deeper involvement in the justice system. Services include case management, restorative practices, and personalized support based on each young person's needs.

Services designed for women that provide support through trauma-informed and strength-based approaches. -
Youth Services
Featured Provider: Whole Systems Learning
Youth ages 15–24 can get support with school, job readiness, life skills, mentoring, and career planning. These services help young people build a strong foundation for the future.

Tattoo Removal
Featured Provider: Sunrise Outreach
Free tattoo removal is available for tattoos that may make it harder to reach personal, educational, or employment goals. Removing these tattoos can support a fresh start and new opportunities. -
Additional Supportive Services
Additional services may be available based on your needs, including:
- Housing support
- Job and employment services
- Education and job training
- Legal assistance
- Transportation support
- Financial education and money management resources
Eligibility
- Live, work, or attend school in Long Beach
- Be 15 years of age or older at the time of enrollment or assessment
- Individuals arrested, charged with, or convicted of an offense (current or past) and who self-identify as wanting mental health services and/or substance use treatment

The Long Beach Advisory Committee
The Long Beach Reentry Advisory Committee advises City staff and officials on the needs of residents returning from incarceration and their families. Its mission is to build collaborative and accountable solutions that reduce recidivism and strengthen Long Beach’s network of reentry support. Together, members help guide program development, advocate for equity, and ensure that reentry services reflect the voices and experiences of the community.
Purpose:
- Advise City staff and officials on the needs of our reentry population
- Provide guidance on program development
- Help strengthen the support system for residents returning to their communities after incarceration and their families
The Long Beach Reentry Advisory Committee is comprised of diverse stakeholders, including:
- Community members with lived experience
- Reentry service providers
- Institutions of higher learning
- Faith-based leaders
- Government agencies
