Long Beach Continuum of Care

The Long Beach Continuum of Care (CoC) is a collaborative network of community organizations, public agencies, and other partners working together to prevent and end homelessness in Long Beach. The CoC brings together a broad range of stakeholders—including nonprofit service providers, housing developers, faith-based organizations, healthcare agencies, local businesses, people with lived experience of homelessness, and other community members—to ensure a coordinated, comprehensive response to homelessness. 

The CoC is responsible for planning and overseeing a system of housing and services that meets the needs of individuals and families experiencing homelessness or at risk of losing their housing. This includes: 

  • Coordinating Services: Ensuring that outreach, emergency shelter, transitional and permanent housing programs, and supportive services are well-connected and accessible. 

  • Strategic Planning: Developing strategies to reduce homelessness, address gaps in services, and expand access to safe, stable housing. 

  • Federal Funding Oversight: Managing federal funding from the U.S. Department of Housing and Urban Development (HUD) to support local homeless assistance programs. 

  • Community Engagement: Involving the community, including people with lived experience, in decision-making to create solutions that reflect real needs. 

The City of Long Beach serves as the designated Lead Entity for the CoC. In this role, the City is responsible for organizing and guiding the collaborative’s efforts, applying for and administering HUD funding, managing the Homeless Management Information System (HMIS), and ensuring compliance with federal requirements. 

Through strong partnerships and coordinated planning, the Long Beach CoC works to make homelessness rare, brief, and nonrecurring, while advancing long-term solutions that help all residents find and maintain permanent housing.

    Long Beach CoC General Membership


    The Long Beach CoC General Membership is comprised of stakeholders from all parts of the region including but not limited to public and private agencies, publicly appointed officials, faith-based organizations, business entities, and Long Beach residents including homeless and formerly homeless individuals.

    The Long Beach CoC Governance Charter outlines that any individual or organization that attends at least one (1) CoC General Membership meeting shall be considered a member. All members shall have the right to speak at meetings, to address matters before the Long Beach CoC General Membership, and to participate in Long Beach CoC activities.

    On behalf of the Long Beach CoC, the City of Long Beach Homeless Services Bureau invites and encourages all individuals and entities to become active CoC members by attending public meetings as well as community-based meetings.

    What is the CoC Board?

    The Long Beach CoC Board is the primary governance body of the Long Beach CoC, responsible for setting policy direction, providing oversight, and ensuring compliance with federal, state, and local requirements related to preventing and ending homelessness, operating under the McKinney-Vento Homeless Assistance Act (as amended by the HEARTH Act) and the U.S. Department of Housing and Urban Development's (HUD) CoC Program Interim Rule (24 CFR Part 578).

    The Board serves in a governance and advisory capacity, facilitating and informing Continuum of Care policy and planning responsibilities. Day-to-day contract, grant, and program administration is carried out by the City of Long Beach Department of Health and Human Services, Homeless Services Bureau (HSB), as the Collaborative Applicant, HMIS Lead, and CES Lead.

    Board Composition and Member Types

    The Long Beach CoC Board shall be comprised of thirteen (13) to seventeen (17) total members, including Long Beach CoC General Members and appointed ex officio members.

    Eight (8) to twelve (12) of the members shall be elected from the Long Beach CoC General Membership. In addition, the Board shall include five (5) appointed ex officio members. Ex officio members represent entities within Long Beach whose participation is fundamental to the planning, funding, and policy decisions of the CoC Board. During each open election period, the Long Beach CoC shall strive to elect and maintain a full Board of seventeen (17) active members.

    The Long Beach CoC Board must be representative of organizations and projects serving individuals and/or families experiencing homelessness that operate within the geographic area of the City of Long Beach.

    As such, representation from interested parties shall include but not be limited to any of the following affiliations:

    • Nonprofit homeless assistance providers, survivor (domestic violence) service providers, faith-based organizations, governmental entities, businesses, advocates, school districts, social service providers, mental health agencies, hospitals, universities, affordable housing developers, public safety officials, and veteran-serving organizations.
    • CoC and/or ESG subrecipient agency: at least one (1) and maximum of two (2)
    • Homeless or Formerly Homeless Individual: at least one (1)
    • Representative for Youth focused services: at least one (1)
    • Representative for an agency serving LGBTQ+ individuals: at least one (1)

    The following entities shall hold ex officio membership positions on the Long Beach CoC Board and shall share the same responsibilities as elected CoC Board members with the same voting rights. Ex officio members shall be appointed by the chair/director of the entity that they represent:

    • Homeless Services Advisory Committee (HSAC)
    • Housing Authority of the City of Long Beach
    • Community Development, Housing and Neighborhood Services Bureau
    • Mayor’s Office, City of Long Beach
    • Advisory Board with Lived Experience (ABLE)

    Long Beach CoC Governance Charter and Bylaws


    The Long Beach CoC Governance Charter outlines how the Continuum of Care is organized and how it fulfills its responsibilities under HUD’s Continuum of Care Program Interim Rule (24 CFR Part 578). The CoC is responsible for maintaining a representative governance structure, coordinating the local homelessness response system, operating HMIS, and adopting written policies and standards.

    The Long Beach Continuum of Care (CoC) is currently reviewing proposed updates to the CoC Governance Charter. The Governance Charter outlines the structure, roles, responsibilities, and decision-making processes that guide the CoC’s work to coordinate homelessness services within the City of Long Beach. Community members, service providers, and interested parties are invited to review the proposed updates and submit comments or feedback during the public comment period from April 15, 2026, at 9 a.m., through April 28, 2026, at 5 p.m.

  • FY 2025 CoC Competition and YHDP Grants NOFO

    UPDATE: On January 26, HUD disseminated guidance through its listserv on the notification process for CoCs to request renewal funding for FY 2025 under the FY 2024-2025 CoC NOFO framework (FR-6800-N-25). CoCs that will not reallocate, replace, or consolidate any FY 2024 awards, or submit any renewal applications that were not awarded in FY 2024, may notify HUD via email and are not required to submit a formal CoC Priority Listing.

    FY 2025 CA-606 Grant Inventory Worksheet
    The Grant Inventory Worksheet (GIW) is a tool used by HUD to document all projects within a CoC that are eligible for renewal in a given funding cycle. The GIW lists each project’s grant number, operating year, and Annual Renewal Amount (ARA), which HUD uses to calculate the CoC’s total renewal funding amount for the year.

    FY 2025 CoC Scoring and Ranking Policies
    The Long Beach CoC evaluates the performance and utilization of funding on an annual basis to determine the ranking and scoring of projects in alignment with the HUD CoC Program Interim Rule. The Interim Rule requires that each CoC establish performance targets that are appropriate to the program design as well as that the CoC has a process for taking action regarding poor performing projects.
