Online Permitting

Our goal at the Permit Center is to make your online permitting experience as seamless and productive as possible. Before starting the online permitting process, please learn about the four types of online submittal process that do not require plan review:

This permitting option is limited to the following types of simple/minor projects:

Limited to one- and two-family dwellings and accessory buildings or structures. PV and ESS does not exceed 38.4 Kw or 38.4kWh. EVCS does not exceed 2.

You can apply and pay for these projects online using our Customer Portal.

The advantage of this process is that applicants can apply for and be automatically issued a permit in one step. Please note that this process is also available outside of regular business hours. To get started, follow the instructions listed below:

  1. Create a profile online.
  2. Submit an application for the project types.  Please note that owners or contractor’s agents will need to attach a letter of authorization or a completed FORM-006 Owner/Builder/Contractor Permit Proxy.
  3. Once the application is approved, payment can be made online using a credit/debit card or electronic check. Your permit will be emailed.

This permitting option is limited to the following types of simple/minor projects:

  • Water heater changeouts
  • Electrical panel changeouts
  • Reroofing of one- and two-family dwellings and related accessory structures (e.g., garage, storage, recreation room, etc.)

You can apply and pay for these projects online.

The advantage of this process is that applicants can apply for and be automatically issued a permit in one step. Please note that this process is also available outside of regular business hours. To get started, follow the instructions listed below:

  1. Create a profile online.
  2. Submit an application for the project types.  Please note that owners or contractor’s agents will need to attach a letter of authorization or a completed FORM-006 Owner/Builder/Contractor Permit Proxy.
  3. Once the application is approved, payment can be made online using a credit/debit card or electronic check. Your permit will be emailed.

This permitting option is limited to the following types of simple/minor projects:

  • Minor kitchen remodel
  • Minor bathroom remodel
  • Minor drywall/plaster repair

Registered Contractors Only - Online Permitting

This online permitting option is only available to registered licensed California contractors who have a pre-authorized Personal Identification Number (PIN) issued by the Department and frequently perform minor or simple construction projects in Long Beach. If you are a contractor that do not have a PIN and would like to request one, visit INTERNET PERMITTING REQUESTS APPLICATION INSTRUCTIONS.

Note: When submitting HVAC permits, please submit a plot plan and CF1R to DV.permits@longbeach.gov.

Once you submit your permit application online, an electronic invoice will be sent from Community Development within 1-3 business days regarding the amount of permit fees due to complete the permit issuance process.  Upon fee payment, a confirmation email will be sent to you that includes the permit receipt.
