On August 7, 2025, the Planning Commission adopted guidelines for the implementation and administration of the Inclusionary Housing Policy. The guidelines support and work in tandem with the policy; they do not amend the policy. Housing developers are required to follow the guidelines as part of compliance with the Inclusionary Housing regulations.

• Expanded Citywide (Chapter 21.67.030): All new residential development projects in Long Beach proposing 10 or residential more units are subject to Inclusionary Housing requirements, unless they qualify for certain exemptions.
• Updated Requirements for Rental Housing Developments (Chapter 21.67.050.A.4):
  • By 2027, 12% of a housing project’s total rental units must be affordable to very low- or low-income households.
  • The affordability requirements will be phased in over three years and vary based on the Inclusionary Housing Submarket in which the project will be located.

• Updated Requirements for Ownership Housing Developments (Chapter 21.67.050.A.2):
  • 10% of a housing project’s total ownership units must be affordable.
  • The initial required affordability level is for households earning up to 200% of the Area Median Income. As ownership housing development increases in Long Beach, deeper levels of affordability will apply.
  • Inclusionary ownership housing units must be sold to first-time homebuyers.
• Technical Updates: Several technical changes to refine the Policy, such as clarifying how Inclusionary Housing units are calculated and how developers’ alternative compliance options will be evaluated.
