Zone In: Bixby
Zone In: Bixby covers approximately 3.5 square miles. The project area is generally bounded by the Union Pacific Intermodal Container Transfer Facility (ICTF) rail line to the north, Cherry Avenue to the east, East Wardlow Road and the 405 to the south, and Long Beach Boulevard and Country Club Road to the west.

Bixby Knolls Open House #2
On July 16, 2025, participants reviewed how the City is rezoning the city, explored community feedback from the Walk Audits and were able to view the proposed rezoning recommendations for Bixby Knolls.
Bixby Knolls Virtual Workshop
On June 25, 2025, participants heard about the rezoning options for the project area, received an update on the engagement and technical process and had an opportunity to ask questions and provide feedback.
Zone In: Bixby Walk Audits
As part of our community engagement efforts, staff hosted three walk audits to assess existing conditions and collect community input regarding the project area.
- The Long Beach and Atlantic Walk Audit on March 29, 2025 focused on existing conditions like building uses, heights, densities, design elements and public realm features that might be encouraged or discouraged.
- The San Antonio Walk Audit on May 17, 2025 focused on existing development patterns and new rezoning opportunities, with an emphasis on the major shopping center between Atlantic Avenue and California Avenue.
- The Wardlow Walk Audit on June 11, 2025 focused on the neighborhood character and new development opportunities that rezoning provides, with additional focus on the commercial spaces and transitions that occur along Wardlow Road.
Bixby Knolls First Fridays
Staff tabled at Bixby Knolls First Fridays on June 6, 2025 and February 7, 2025 distributing information about the Zone In: Bixby process.
Bixby Knolls Open House #1
On July 26, 2023, staff hosted an open house introducing the project area and provided background on rezoning efforts throughout the city, the General Plan adoption in 2019, and what proposed zones would be possible for the Bixby Knolls area.
Zone In: Everyone's Coast
Everyone's Coast: A Zone In Update & Mobility Plan is a coastal community rezoning and mobility planning effort with the goals of supporting equitable housing development in Long Beach’s coastal areas and improving beach access to and from Central Long Beach through mobility investment recommendations.
Zone In: Wrigley
Zone In: Wrigley is an area of about 1.5 square miles and generally bounded by Interstate 405 and Country Club Drive to the north, Pacific Avenue and Pacific Place to the east, East Pacific Coast Highway to the south and the LA River to the west. This initiative is focused on major corridors like Pacific Avenue, Willow Street, Wardlow Road, and Pacific Coast Highway, as well as other areas with existing multi-family housing. Zone In: 10th Street to Broadway
Zone In: 10th Street to Broadway is an area of about 3 square miles and is generally bounded by 10th and 15th Streets to the north, East Pacific Coast Highway to the east, Broadway and Colorado Streets to the south, and Bonito and Cerritos Avenues to the west. Neighborhoods such as Alamitos Beach, Rose Park, Carroll Park, Bluff Heights and Belmont Heights are in this zone.
This initiative is focused on rezoning major corridors like 7th Street, 4th Street, Broadway, Redondo Avenue, and sections of 10th Street, and Pacific Coast Highway, as well as other areas with existing multi-family housing.
