Zone-In: Bixby



Project Background

Zone In: Bixby covers approximately 3.5 square miles. The project area is generally bounded by the Union Pacific Intermodal Container Transfer Facility (ICTF) rail line to the north, Cherry Avenue to the east, East Wardlow Road and the 405 to the south, and Long Beach Boulevard and Country Club Road to the west.

Community Outreach Efforts

The open house hosted participants to review how the City is rezoning the city, explored community feedback from the Walk Audits and were able to view the proposed rezoning recommendations for Bixby Knolls.

The workshop was a presentation of the rezoning options for the project area, received an update on the engagement and technical process and had an opportunity to ask questions and provide feedback.
  • June 11, 2025 - Wardlow Walk Audit focused on the neighborhood character and new development opportunities that rezoning provides, with additional focus on the commercial spaces and transitions that occur along Wardlow Road.
  • May 17, 2025 - San Antonio Walk Audit focused on existing development patterns and new rezoning opportunities, with an emphasis on the major shopping center between Atlantic Avenue and California Avenue.
  • March 29, 2025 - The Long Beach and Atlantic Walk Audit focused on existing conditions like building uses, heights, densities, design elements and public realm features that might be encouraged or discouraged.
Staff tabled at Bixby Knolls First Fridays from February 7 to June 6, 2025. They distributed information about the Zone-In Bixby process.
Staff hosted an open house introducing the project area and provided background on rezoning efforts throughout the city, the General Plan adoption in 2019, and what proposed zones would be possible for the Bixby Knolls area.
