The City of Long Beach has developed updated Victory/Santa Cruz Park Design Guidelines to guide future park improvements that work towards creating an inviting public space that is attractive, sustainable and serves as a rich amenity for Downtown residents, workers and visitors.

The Guidelines establish design priorities and programming components for the park, including furnishings, landscaping and other design elements. Prior to this, the Guidelines had not been updated since the 1980s.

The public review period for the final draft of the guidelines was open from April 24 through June 9, 2023, and went before the Planning Commission on October 19, 2023.

The proposed updated Guidelines will be considered by the City Council for adoption on Tuesday, February 6, 2024, at 5 p.m.

Past History

In 2019, Staff held outreach events and interacted with a number of stakeholders to establish a vision and goals for the updated design guidelines for Victory Park and Santa Cruz Park. Due to the impacts of the COVID-19 pandemic, staff reassignments and shortages, progress on the effort was stalled. In 2022, we reinstated progress on the guidelines.
