Policy, Initiatives & Grant Administration

The Department of Development Services through the Housing and Neighborhood Services Bureau administers Federal grant funds awarded by the U.S. Department of Housing and Urban Development (HUD), including Community Development Block Grant (CDBG) funds, Home Investment Partnerships Program (HOME) funds, and Emergency Solutions Grant (ESG) funds.  The Bureau also monitors Federal and State legislation, conducts research, and implements the City Council’s direction with respect to policies that assist lower-income households and encourage the development of affordable housing.
