Metro is having a Complete Streets Training Workshop

Metro is having a Complete Streets Training Workshop in our area. The Workshop is a Two-Day, In-Depth Curriculum, consisting of Complete Streets Policy Development Process and Implementation from interdepartmental perspectives.

The objectives of the workshops are to train local government agency planners, engineers, decision-makers, traffic safety professionals, public health professionals, and community-based organizations on what makes a Complete Street and to assist local jurisdictions in complying with State Assembly Bill 1358, the Complete Streets Act of 2008, and Metro’s Complete Streets Policy.

The Metro Board has approved the Measure M Guidelines. These guidelines direct how the sales tax proceeds approved by the voters last November will be spent, without changing any of the projects and categories that were in the ordinance approved by the voters.

The Board did approve some changes to the guidelines. A motion made by Supervisor and Board Member Hilda Solis and me will enable the use of these dollars for all state highways, including those that have been relinquished to cities or will be relinquished in the future. This motion also extends the possible application of those dollars to any streets within one mile of these highways, potentially opening up a substantial opportunity for projects improving these roadways.

One of the motions I made, which was also approved by the Board, did three things:
(1) Removed reference to "Level of Service" as a metric to measure highway improvements (thus clearing the way to use Vehicles Miles Traveled or some other metric that is more focused on movement of people versus movement solely of vehicles),
(2) Allowed Gateway Cities COG to discuss and prioritize active transportation and complete streets during the ongoing development of Measure M Guidelines, especially for Subregional Equity Funds, from which the COG is slated to get $244 million over the next 40 years, and
(3) Directed Metro staff to include active transportation and complete streets as eligible uses as part of the remaining 2% Highway Subfund spending category (this is about $16 million per year countywide).
These guideline changes give Gateway Cities the opportunity to take greater initiative to come to the table regarding active transportation and complete streets, and they also set Metro on a more comprehensive approach in addressing street infrastructure.

As of July 1, rail lines and stations in Long Beach are being patrolled by Long Beach Police Officers and the Los Angeles Police Department has taken over the same responsibilities in the City of LA. My office has already received a very positive response from rail riders. Improvements in rider safety and security, and a pleasant experience are priorities for me for Blue Line riders.
Should you observe any safety or security issues while riding Metro, please use the LA Metro Transit Watch app. The app is a quick, easy and an anonymous way for L.A. Metro transit riders to communicate directly to Metro security about suspicious activity or quality of ride problems at a Metro station or while riding a bus or rail line. LA Metro Transit Watch app users have the option of directly calling Metro or instantly sending them a photo or an incident message. 

The Metro Regional Connector Project, currently under construction and set to open in four years, will extend the Blue Line and connect it to the Gold Line from the 7th Street/Metro Center Station in downtown Los Angeles, allowing passengers to take a one-seat ride from downtown Long Beach into Union Station. 
The Regional Connector will improve access to both local and regional destinations by providing continuous thru service between these lines and providing connectors to other rail lines via the 7th St/Metro Center Station and Union Station. It will also offer an alternative transportation option to congested roadways and provide significant environmental benefits, economic development, and employment opportunities throughout Los Angeles County.
