Jennifer Serafin
Public Records Compliance Administrator
Administrator Jennifer Serafin began her career with the Long Beach Police Department as a Clerk Typist III in the Jail Division in 2020. She was promoted to Administrative Analyst Il in 2021, Administrative Analyst Ill in 2023, and to Administrator of the Public Records Compliance Division in 2026.
Before her current assignment, Administrator Serafin worked in the Office of Constitutional Policing, where she supervised the Research and Development Unit, led research initiatives, conducted compliance reviews, and supported policy development to ensure department practices aligned with legislation requirements, case law, and emerging best practices. She also served as the department's liaison to the Community Advisory Committee. This work resulted in her being recognized as Employee of the Year in 2022.
In 2025, she was selected to serve as the analyst in the Office of the Chief of Police, where she supported executive operations through coordinating City Council responses, data governance initiatives, public records compliance reviews, and other department-wide projects. She also served as a collateral Public Information Officer, Real Time Crime Center Analyst, and Police Explorer Advisor.
Administrator Serafin holds a Master of Public Administration from California State University, San Bernardino, a Bachelor of Arts in Criminal Justice from California State University, Fullerton, and an Associate of Arts in Administration of Justice from Long Beach City College. She is a graduate of the International Association of Chiefs of Police Women's Leadership Institute and the Civilian Leadership Institute as well as earned certificates in Real Time Crime Centers and Crime and Intelligence Analysis from California State University, Long Beach.
