Over the past few months, the Long Beach Police Department’s High Crime Focus Team, in close coordination with the Burglary Detail, has been actively investigating a recent increase in copper theft incidents. On May 1, 2026, officers arrested a suspect related to this ongoing effort.

After receiving an LA Crime Stoppers tip related to a recent theft. HCFT officers conducted a follow-up investigation and identified the suspect as Russel Libberton, a 41-year-old person experiencing homelessness.

On May 1, 2026, HCFT officers located suspect Libberton in the 3000 block of Cherry Avenue. Libberton was taken into custody for a no-bail warrant, possession of burglary tools, and possession of over 100 pounds of stolen precious metals, including copper and brass, which are believed to be connected to ongoing theft investigations in the area.

“Copper theft can have a significant impact on our city infrastructure and cause disruptions to the services our residents rely on each day,” said Chief of Police Wally Hebeish. “Our High Crime Focus Team serves as an adaptable and necessary asset for addressing emerging crime trends. They play a critical role in supporting patrol officers who are routinely tasked with handling calls for service and responding to emergencies. This recent arrest exemplifies the unwavering commitment of our HCFT officers and the detectives from our Burglary Detail in reducing copper theft in our community and holding suspects accountable.”

The LBPD takes these incidents seriously and will not tolerate criminal behavior. Officers and detectives will continue collaborating with other city departments and working tirelessly to identify and arrest any suspects responsible.

To better prevent copper theft, the Long Beach Police Department also recommends the following safety tips:

• Ensure adequate lighting around exterior utility areas, rooftops, and alleyways.
• Trim landscaping around utility boxes, AC units, and electrical panels to remove concealment.
• Encourage neighbors to report suspicious after-hours activity.
• Install locking enclosures or cages around HVAC units and exposed piping.
• Use tamper-resistant screws or hardware on utility access panels.
• Consider security camera systems with visible signage.
• Secure gates and rooftop access points.
• Limit ladder access and remove climb-assist objects near buildings.
• Ensure vacant properties are properly secured and inspected regularly.

Encourage immediate reporting of:

• Suspicious vehicles in alleys
• Individuals tampering with utility infrastructure
• Nighttime activity around commercial buildings and city infrastructure
