Long Beach Police Chief Wally Hebeish has selected Lieutenant Steven Costa for promotion to the rank of Commander, effective April 19, 2025.

“I am pleased to promote Commander Costa as the newest member of our Command Staff,” said Chief of Police Wally Hebeish. “Commander Costa has proven himself to be a passionate leader who is deeply committed to the vision, mission, and values of our department.”

Commander Steven Costa joined the Long Beach Police Department as a police recruit in 2005. He was promoted to sergeant in 2017 and to lieutenant in 2023.

Commander Costa has worked a variety of assignments including serving as a field training officer, patrol sergeant, watch commander, and lieutenant of the Field Training Program. Prior to promoting to commander, he served as the administrative lieutenant for the Patrol Bureau. During his tenure with the Long Beach Police Department, he has served as the liaison to the Trauma Intervention Program (TIP), and a member of the Policy Review Committee as well as an instructor for Mobile Field Force and Ethics for Field Training Officers.

Commander Costa holds an Associate of Arts Degree in History from Cerritos College, and he is finishing his Bachelor of Science Degree in Criminal Justice, with an anticipated completion in 2025. He is a graduate of the USC Sol Price School of Public Safety Executive Leadership Program and the Sherman Block Leadership Institute. He has been honored with multiple accolades, including the Distinguished Service Award and the Chief’s Community Policing Award. Commander Costa also served as a Director for the Long Beach Police Officers Association and led the development for the Department’s Probationary Sergeant Training/Mentorship Program. He is a veteran of the United States Marine Corps.
