Long Beach Police Chief Wally Hebeish has announced the promotion of Lieutenants Danielle Quinones, Justin Krueger, and Joshua Brearley to the rank of commander. These promotions are effective Feb. 21, 2026.
“I am pleased to announce that I am promoting Lieutenants Danielle Quinones, Justin Krueger, and Joshua Brearley to the position of Police Commander,” said Chief of Police Wally Hebeish. “Each of these leaders demonstrates a commitment to the growth, support, and success of our department. They have all expressed a passion and desire to help lead our organization into the future as we continue to keep our entire community safe.”
Commander Danielle Quinones
Commander Quinones began her career with the Long Beach Police Department as a police officer in 2006. She promoted to sergeant in 2020, to lieutenant in 2022, and to commander in 2026. She was most recently assigned to the Office of Constitutional Policing Division as a Lieutenant, where she oversaw a team of nine to ensure compliance with legal mandates and best practices to inform departmental recommendations.
Commander Justin Krueger
Commander Justin Krueger began his career with the Long Beach Police Department as a police officer in 2003. He promoted to sergeant in 2019, to lieutenant in 2022, and to commander in 2026. Before his promotion, he served as the Internal Affairs Lieutenant within the Professional Standards Division.
Commander Joshua Brearley
Commander Joshua Brearley began his career with the Long Beach Police Department as a police officer in 2004. He was promoted to sergeant in 2017, to lieutenant in 2023, and to commander in 2026. Most recently, he served as the Lieutenant overseeing the Department’s Real Time Crime Center.
Effective Feb. 21, 2026, the Department will rotate the following Command Staff positions:
- Commander Shaleana Benson – Detective Division
- Commander Steven Costa – West Division
- Commander Danielle Quinones – East Division
- Commander Justin Krueger – South Division
- Commander Joshua Brearley – Security Services Division
