Update 5/23/25:
Homicide detectives have made an arrest regarding the Nov. 24, 2024 murder of Frank Suggs, a 51-year-old person experiencing homelessness.
Through their investigation, Homicide detectives identified the suspect as a 15-year-old resident of Long Beach. Detectives determined that the suspect was responsible for shooting both victims. Detectives obtained a warrant for the suspect, and on May 22, 2025, Special Investigation Division detectives arrested the suspect in the city of Long Beach.
The suspect was processed at the Long Beach City Jail and transported to Los Padrinos Juvenile Hall, where he was booked for murder. His bail was set at No Bail.
The motive remains under investigation.
Detectives will present the case next week to the Los Angeles County District Attorney’s Office for filing consideration.

Homicide detectives are investigating the death of a male adult that occurred on Nov. 24, 2024 in the 2600 block of East Ocean Boulevard.
At approximately 1:54 a.m., officers responded to an unknown trouble call. Upon arrival, officers located a male adult with non-life-threatening gunshot wounds to the upper body. Officers rendered medical aid until being relieved by Long Beach Fire Department personnel. LBFD transported the victim to a local hospital.
During the investigation, officers located a second male adult victim with a gunshot wound to the upper body near a homeless encampment. Officers attempted life-saving measures until being relieved by LBFD personnel, who determined the victim deceased at the scene.
Homicide detectives are investigating the motive and circumstances leading up to the shooting. Detectives are working to identify a possible suspect(s).
The victim’s identity is being withheld pending next of kin notification.
