Child and Elder Abuse Detail detectives have arrested a suspect responsible for multiple indecent exposure incidents and believe there may be additional victims.
In October 2023, a female minor victim reported indecent exposure incidents that occurred in February and March 2022. Through their investigation, Child and Elder Abuse detectives identified Silas Topzand, a 25-year-old resident of Long Beach and music instructor, as the suspect responsible for the incidents against the minor. Additionally, Sex Crime Detectives had previously identified Topzand as a suspect in the below incidents to which there was an active arrest warrant:
- Cherry Avenue and 2nd Street – Indecent exposure against a female adult victim in September 2021
- Lakewood Boulevard and Pacific Coast Highway – Indecent exposure against a female adult victim in January 2022
During the course of the investigation, detectives were actively trying to locate the suspect.
On June 6, 2024, suspect Topzand was arrested in the city of San Pedro. Topzand was transported to the Long Beach City Jail where he was booked for lewd/lascivious acts with a child, indecent exposure, and the arrest warrant. Bail was set at $150,000. The case was submitted to the City Prosecutor’s Office for filing consideration.
