Long Beach, CA – The City of Long Beach has reached a tentative three-year labor agreement with the Long Beach City Attorneys Association (CAA).

“We are pleased to have reached a tentative agreement with the Long Beach City Attorneys Association,” said Mayor Rex Richardson. “It is an agreement that is fair, just and will further our recruitment and retention efforts.”

The tentative agreement with CAA includes the creation of new grade levels and a seven-step salary schedule for the Deputy City Attorneys as well as general wage increases for Deputy City Attorneys and their support staff within the bargaining unit.  This agreement is intended to support structured salary increases, based on performance throughout their service years with the City, as well as assist in the retention and recruitment of these positions. The tentative agreement for CAA also contains key benefit enhancements which apply to all CAA employees.

“This tentative agreement will help the City with the recruitment and retention of quality, professional attorneys to serve our community,” said City Manager Tom Modica. “We thank CAA leadership and City staff who lent their support throughout this negotiation process.”

The tentative agreement also includes the following major terms:

  • Three-year contract term from Oct. 1, 2023, to Sept. 30, 2026.
  • A 3.25% annual general wage increase for Non-Deputy City Attorney classifications for each year of the three-year contract.
  • A 3.25% general wage increase for Deputy City Attorney classifications in the second and third years of the contract.
  • Creation of new grade levels and a seven-step salary schedule for Deputy City Attorneys.
  • Increasing the City’s contribution to deferred compensation. 
  • Revisions to employee time off benefits including bereavement leave, paid parental leave, extension of the temporary vacation accrual maximum limit, and the use of sick leave accruals.

Prior to reaching this agreement, City and CAA representatives held three meetings since June 2023. Members of the CAA voted to ratify the agreement on Sept. 5, 2023. The agreement will be presented to the Long Beach City Council for consideration and public discussion on Oct. 24, 2023. The CAA represents approximately 25 employees.
