Homekey at 5950 Long Beach Blvd
Background
Project Homekey at 5950 Long Beach Blvd. transformed more than 30,000 square feet of space—formerly the Luxury Inn—into interim housing for people experiencing homelessness. The project is part of Homekey, a State of California initiative that expands access to temporary housing for individuals and families experiencing or at risk of homelessness. Through this program, the State provides funding to help cities and counties purchase and repurpose existing properties, such as hotels, motels, and vacant apartment buildings, into safe, supportive housing.

Project Scope
- Provide interim housing and critical resources for people experiencing homelessness

Project Features
- Renovation of 78 lodging rooms with upgraded bathrooms, lighting, fixtures wi-fi, keycard access, laundry facilities, microwaves and refrigerators.
- Refurbished common areas and support facilities.
- Installation of a new fire alarm and sprinkler system, drought tolerant landscaping, and ADA access improvement.
- Addition of a dedicated dog park for guests.
Project Funding
An Elevate ’28 project, Homekey at 5950 Long Beach Blvd. project was funded by a $5,152,813 grant from the Federal Community Development Block Grant Funds through Project Homekey, $2,865,000 from Measure A, $3,540,000 from the general fund and $893,889 from AB32.
Total estimated cost: $15,051,712.

October 2025
On Wednesday, October 29, the City of Long Beach celebrated the opening ceremony of Homekey at 5950 Long Beach Blvd. City leaders, community partners and stakeholders spoke about how this interim housing location will help pave a path toward stability and permanent housing.

July 2025 Update
Project Homekey at 5950 Long Beach Blvd. is approaching completion. During construction, several unforeseen conditions were addressed, including mold abatement, asbestos removal, replacement of interior and exterior plumbing and remediation of dry rot and termite damage.Resident rooms have been upgraded with a new fire sprinkler and alarm system featuring strobes. Improvements include new drywall with textured finishes, fresh paint, energy-efficient lighting with modern controls and luxury vinyl tile flooring. Bathrooms have been enhanced with new waterproofing and tile installations. Each room now features a new metal door equipped with upgraded security card readers.Hallways have been upgraded with non-skid flooring and new exterior lighting. ADA-compliant guardrails were installed on all upper floors and stairways, enhancing safety and accessibility. The building’s exterior received a fresh coat of paint with complementary accent colors, revitalizing its appearance.Outdoor spaces have been enhanced with water-efficient landscaping and green areas spread throughout the site, including a fenced dog park for residents’ pets. Additionally, new spaces were created within the existing footprint to support on-site case management services. -
August 2024 Update
The contractor mobilized in February 2024 and started with repairs of the interior rooms that have flooring wood rot, termite damage or other interior damage. Installation of new energy efficient lighting, plumbing and electrical is on-going for each room. Existing wood rot corridor flooring has been removed and new flooring is in underway. Towards the Long Beach Blvd. side the previous hotel lobby space is being rehabilitated to support on-site case management services.

March 2024 Update
On March 26, 2024, the City of Long Beach celebrated a groundbreaking ceremony for the project, marking the beginning of renovations at 5950 Long Beach Boulevard. The City's contractor began selective demolition on exterior and interior portions of the building as a start to the full rehabilitation of the two buildings on-site and is scheduled to be completed, barring weather or other unforeseen delays, by early 2025.
The contractor is scheduled to perform work Monday through Friday from 7:00 a.m. to 4:00 p.m. Parking impacts for residents are not expected. Efforts will be made to minimize inconveniences and minimize construction activities.
