Marine Debris and Trash Capture Project

Background
The City of Long Beach is advancing a feasibility study for a Marine Debris and Trash Capture in the lower Los Angeles River.
The study will evaluate a range of trash removal technologies and identify optimal locations for installing infrastructure that intercept debris before it reaches the ocean, thereby reducing waste and pollution in local waterways, beaches, and coastal environments. It will also inform next steps for design, permitting, funding, construction, environmental compliance, and long-term operations and maintenance of the infrastructure.
Long Beach is located at the terminus of the Los Angeles River where it receives a substantial portion of trash pollution from upstream sources. This project will support the City’s sustainability goals by reducing pollution impacts to the coastal environment, waterways, and beaches. Reducing trash in our local waterways is crucial to the environment and the quality of life for residents and visitors.

Project Scope
The feasibility study will focus on assessing the viability of trash removal infrastructure by evaluating available technologies, identifying potential installation locations, and outlining next steps for potential implementation. It also includes analyzing construction costs, long-term operations, maintenance requirements, and environmental and regulatory considerations to determine overall feasibility.
Project Funding
The feasibility study phase is supported by one-time funds added to the Capital Projects Fund in 2024, offset by a transfer of Construction and Demolition Recycling Program (C&D) revenue, and funds the City was awarded in 2022 from a Monsanto settlement.
