Background

The Police Academy Rebuild Project is a comprehensive infrastructure buildout effort that will enhance the public facility and overall experience for cadets, staff, and visitors. The project includes the construction of a new building that will house showers, lockers and restrooms as well as a new Academy building with classroom and office spaces. The project also includes site upgrades to the main parking lot, installation of storm drain and infiltration systems, landscaping with drip irrigation, and ADA upgrades. These enhancements are aimed at modernizing the campus and improving functionality and accessibility.

Project Scope

  • Construction of a modular classroom/office building (13,514 SF)
  • New masonry locker–shower building (4,201 SF)
  • New storm drain and infiltration system.
  • Renovations of the Fireside office/classroom building, Commander’s office/fitness building, and field training restrooms.
  • Reconfiguration of the main parking lot
  • Asphalt paving
  • Installation of a new fire line and electrical main panel and transformer
  • Landscaping with drip irrigation and upgraded sewer and water lines.
  • Accessibility upgrades that meet American with Disabilities (ADA) standards
  • External lighting

Project Funding

The Police Academy Project is funded with $25,600,000 in Measure A, $5,500,000 in General Capital, and $2,000,000 in Police Impact Fees funds.              

Project Updates

November 2025

The project reached a major milestone in early October 2025 with final approval and issuance of the Certificate of Occupancy from the Community Development Department’s Building and Safety Bureau.

Following these milestones, the Police Department have assumed use of the renovated campus and is preparing for a site visit from the California Commission on Peace Officer Standards and Training (CA POST), the agency that certifies law enforcement training academies across California.

July 2025

Permanent power has been successfully activated, and further site development is advancing, with approximately 90% of concrete paving completed. Asphalt paving and landscaping are scheduled for completion by the end of summer 2025.

At Building B1, commissioning of mechanical, electrical and fire life safety systems is underway. Installation of floor finishes, office furnishings and rooftop photovoltaic (PV) solar system continues as scheduled. Furniture, fixtures and equipment installation is progressing throughout Buildings B2 through B5 in accordance with the project schedule.

The overall project remains on track for completion by Summer 2025, subject to weather and unforeseen circumstances. A future phase will include construction of a new obstacle course, with design development currently underway and scheduling to be determined.

April 2025

The new academy building and classrooms were delivered and installed on the recently constructed foundation. The contractor has also installed the mechanical, electrical, plumbing and fire sprinkler systems and has begun work on the interior finishes. The contractor has completed 70% of the covered shade and will focus on finalizing the building’s exterior. Work is also underway on the roof, windows and exterior finishes for the building that houses the showers, lockers and restrooms.

In the fireside and exercise/gymnasium buildings, windows have been installed, and interior finishes are progressing.

Construction is scheduled to be completed, barring weather or other unforeseen delays, in Summer 2025.

November 2024

The modular classroom/office building’s foundation has been poured and backfilled, a process in which the area is loaded with soil, gravel, and other material to fortify the structure. The building is currently being created offsite where the floor frames are being built and concrete floors poured. The building is estimated to start shipping to the project area in mid-December.

The men’s and women’s locker-shower building’s concrete floors, ceilings, roof and walls have been constructed. The steel roof is currently being created.

The structure’s frames, electrical, data and communication, plumbing, and HVAC (Heating Ventilation and Air Conditioning) in the fireside office/classroom, commander’s office/fitness and field training restroom buildings have been completed. Insulation and drywall are set to begin installation in the next few weeks. Windows are estimated to be completed by mid-November.

Site utilities are 75% complete and can reach 100% upon delivery of the modular classroom/office building.

July 2024

The City’s Contractor, New Dynasty Construction, commenced construction on the Police Academy Project in December 2023. The contractor has completed the over-excavation and re-compaction operation in preparation for the foundations for the new Academy Building B1 and the new Showers, Lockers, Restrooms Building B2. Refurbishment work in Buildings B3, B4 and B5 is currently underway. A new roof on Building 3 is 100% completed and a new roof on Building B4 is 90% completed. The installation of the underground wet and dry utility lines is 60% completed. Construction is scheduled to be completed, barring weather or other unforeseen delays, in the Summer 2025.

December 2023

The City Council approved the award of the construction project to New Dynasty Construction on September 5th, 2023. The contractor will commence construction on December 4, 2023. Construction is scheduled to be completed, barring weather or other unforeseen delays, in the Summer 2025.
