2025 Proposed Waste and Recycling Collection Rate Adjustment
Background
The City of Long Beach Department of Public Works is planning rate adjustments to account for growing solid waste collection costs and compliance with the State of California’s unfunded Short-Lived Climate Pollutants Reduction Strategy in Senate Bill 1383 (SB 1383).
SB 1383 aims to reduce organic waste sent to landfills by 75% and requires municipalities to provide residential organics collection. To comply with the mandate, the City’s solid waste rates must be adjusted for resulting staff, public outreach and education, vehicles, equipment and technology needs. Rate adjustments are also needed to address rising costs associated with solid waste collection, recyclables collection and processing, equipment, vehicles, fuel and labor.
If approved, the proposed rate adjustments will be implemented in two phases:
May 1, 2025 | Solid waste and recycling rates adjustment |
Aug. 1, 2025 | Introduction of residential organics collection rate* and further adjustments for solid waste and recycling |
*City-serviced residential accounts will only be charged for organics collection once service begins
Proposed Rate Increase Documents and Protest Form
The City will hold a public hearing to consider adopting the rate adjustments on Tuesday, March 11, 2025, at 3:30 p.m., or as soon as possible thereafter, in the Bob Foster Civic Chambers at 411 W. Ocean Blvd.

In 1996, California voters adopted Proposition 218, which among other things, establishes a specific process for cities to impose or increase certain types of rates. Proposition 218 provides that certain “property-related” rates are subject to a noticed public hearing and “majority protest” process. Solid waste collection rates are property-related rates under Proposition 218. As a property owner, you have a right to submit a protest to the proposed rate adjustments.
Protests submitted by mail should be sent to: City Clerk; City of Long Beach; 411 W. Ocean Blvd., Long Beach, CA 90802. Mail-in protests must be received (not postmarked) by 2:30 p.m. on March 11, 2025.
